Resolution Proposal

The Human Rights situation in Vnezuela is getting worst everyday. In order for everything to become just back to normal it needs to be rebuild in democratic institutions, in particular the judicial branch. Incredible but is true, who mainly abuse a lot of the Human Rights is the government. The breakdown of the judicial branch and no trials nor punishment is the main reason that the government isn't efficiently and are imposed on the violators. Peace cannot be formed because of all these happening and if it there is no peace democracy fails.

As Venezuela continues with the erosion of democratic institutions under Chavez government isn't the best and violence occurs a lot. If Venezuela wants to be a normal country without violations and no crimes they must consist of five important keys. Also those keys are going to help for Human Rights could be repected and not abused. As everybody knows no country is perfect but they can get better and that is what Venezuela has to do by following these important keys.

The first key is the System of Impunity, Democracy in Venezuela is Severly Threatened. In this key is the principal thing of Venezuela, that the government is the first one to violate Human Rights in that country. The second one, Respect for Civil Liberties such as Freedom of Speech. Third one, Respect for the integrity of life. Fourth, Freedom of Religion and last but not least Worker's Right.

In my opinion, the first thing that Venezuela has to change in order to save and respect their Human Rights is the government. Also those people who violate them they should have justice not like is is happening that 98% of people who violate it they don't make nothing to them. Another principal thing tjat should change is the people living there should have more freedom of speech. Life should be respected, it is one of the principal ones too. Everybody should have freedom on religion and at work. If Venezuela tooked this advise and follow it, would be one of the best countries in the whole world.

Venezuela Human Rights Issues

Prison conditions were horrible because of scarce resources, poorly trained and corrupt prison staff, and violence by guards and inmates. The prison-monitoring  Venezuelan Prison Observatory estimated that existing prisons were designed to hold approximately 60% of the estimated 23,300 persons in the national penitentiary system. The OVP estimated that only 34% of the prisoner population was formally convicted, while 60% was awaiting trial.  A lot overcrowding in some prisons and food and water shortages were  problems.

The constitution doesn't permit the arrest or detention of an individual without a judicial order. It provides for the accused to remain free while being tried, except with the specific cases where the laws of the state can supersede this provision. It also provides that any detained individual has the right to immediate communication with family and lawyers who have the right to know of all that is happening.

Backround History

During the past, Venezuela was paradise for the Indians who lived on its beaches, in its tropical forests, and on the gentle grassland of the llanos. The were 3 different esthnic groups the Carib, Arawak, and the Chibcha. They lived in small groups and all of them practiced farming; the land, this was bountiful enough so that this was not always a necessity.

When the Spaniards discovered Venezuela, the natives in Venezuela were agriculturists and hunters living in groups along at the coast. The first permanent Spanish settled in South America at Nuevo Toledo, was established in Venezuela in 1522. Venezuela was a relatively colony in the 1500s and 1600s as the Spaniards focused on getting gold and silver from other areas of the Americas.

At the 18th century, the Venezuelans began to grow under colonial control. In 1821, after several unsuccessful uprisings, the country had the independence from Spain, The leader was Simon Bolivar. Venezuela, Colombia, Panama, and Ecuador, were part of the Republic of Gran Colombia until 1830.

In the 19th century history was classified in periods of political instability, dictatorial rule, and revolutionary turbulence. The first half of the 20th century consisted of dictatorships from 1908-1935 and from 1950-1958. Venezuelan economy grew after WWI from agriculture to an economy centered on petroleum production and export.

Since the overthrow of Marcos Perez Jimenez in 1958 and the military from direct involvement in national politics, Venezuela has enjoyed democratic rule. This earned Venezuela a reputation as one of the more stable democracies in Latin America. Until the 1998 elections, the Democratic Action and the Christian Democratic parties dominated the political environment at both the state and federal level.
